Co-Designing for Impact: Supporting the Use of Data in Early Years Systems

Restacking the Odds (RSTO) is excited to share the RSTO 2.0 Impact Report, showcasing the impact and learnings from our second phase (2022-2025). This report highlights our progress in supporting early childhood service providers and community initiatives to enhance service quality, quantity and participation through actionable data and co-designed tools for continuous improvement. It also shares key insights and lessons that are helping to sharpen our focus and strengthen our model as we move into the next phase: RSTO 3.0.

Paul Ramsay Foundation: what we're learning about changing systems through data

In May 2025, Paul Ramsay Foundation and ARTD Consultants published their independent evaluation of RSTO 2.0.

We’re delighted the evaluation found that RSTO is making progress towards empowering communities and early years services to use data to inform action. We’re also grateful for the opportunity to reflect on where we can focus our attention in our third phase to strengthen RSTO.

We look forward to working alongside Paul Ramsay Foundation and Minderoo Foundation to build on these learnings and create the conditions that enable all children to thrive.

Partnering for service and community improvement

RSTO has published three scenarios, informed by real experiences, to showcase how RSTO partnerships with services and communities can drive meaningful change in service provision.

Each scenario illustrates how a service provider in antenatal care, parenting programs or early childhood education and care (ECEC) have used the RSTO indicators to improve their practices and optimise the benefits for children and families.
